Japan just might be set to open a new chapter

LONDON (Reuters) - ?Historic' is an overused word. But if the Bank of Japan meets expectations and embarks this week on a radical policy shift to crush deflation, the meeting will go down as, well, historic.

Because of gently falling prices, Japan has not grown in nominal terms for two decades, reducing its relevance for the global economy.

But all that could change if the BOJ's new governor, Haruhiko Kuroda, shows he is indeed serious about hitting the central bank's new inflation target of 2 percent.

"This is their best shot at reviving the economy," said Jerry Webman, chief economist at OppenheimerFunds in New York. "Even a modest improvement in the world's third-largest economy is going to add ... to overall global growth."

At a two-day rate review that ends on Thursday, the central bank is likely to start open-ended asset purchases immediately, rather than from 2014. The BOJ will also probably extend the maturity of the bonds it buys and set a new policy target focusing on the size of its balance sheet, sources familiar with the bank's thinking told Reuters in Tokyo.

Japan badly needs nominal gross domestic product to start expanding again so that the government's debt does not become unbearably large as a share of GDP. It is already dizzyingly high at 235 percent of annual output.

Rising prices also transmit signals about which sectors can most profitably deploy capital and labor. When deflation is entrenched, those market messages are muffled; stagnation sets in, as it has in Japan.

Despite the strong political mandate from Prime Minister Shinzo Abe, many doubt Kuroda will succeed in reflating the economy without more fundamental reforms such as injecting more competition into the economy and attracting more direct foreign investors - something Japan has shown little appetite for.

Even if his strategy does work, there could be a backlash from Japan's growing legions of pensioners, who have no interest in seeing their wealth and fixed incomes eroded by inflation.

All told, the stakes for Japan are arguably greater than at any point in the last fifty years, according to James Malcolm, a foreign-exchange strategist with Deutsche Bank in London.

He said those expecting to be disappointed by Kuroda's debut are themselves likely to be disappointed given the single-minded resolution to defeat inflation that Abe has shown since taking office in December.

"This is a product of the increasingly widely recognized failure of every other economic policy approach, presenting an opportunity that Abe has grabbed with both hands," Malcolm, a long-time Japan watcher, told clients.

DRAGHI IN THE SPOTLIGHT

While Kuroda has Federal Reserve Chairman Ben Bernanke's template for quantitative easing to follow, the BOJ chief's commitment to end deflation ?at any cost' has echoes of European Central Bank President Mario Draghi's vow to ?do whatever it takes' to preserve the euro.

The single currency has had another near-death experience over the terms of a rescue for Cyprus, and Draghi is sure to be quizzed about the deal's implications for the euro zone at a news conference following an ECB policy meeting on Thursday.

In exchange for a bailout loan, the International Monetary Fund, the European Commission and the ECB wiped out Cyprus's senior bond holders and imposed a levy on big depositors at the island's two largest banks. Temporary capital controls are also in place.

These unprecedented steps could yet prove contagious, touching off a deposit flight from weak banks in more important economies that could cause the euro zone to disintegrate, pessimists fear.

Optimists retort that the ECB has slung a safety net under the euro by promising to buy struggling governments' bonds as a last resort.

Where both camps agree is that Cyprus's crisis will deal a fresh blow to confidence and further delay the euro zone's recovery.

"Even without some sort of break-up or fragmentation, the economic outlook for the region is very poor given the fundamentals," said Jonathan Loynes with Capital Economics, a London research outfit.

EURO ZONE, U.S. JOBS DATA

The ECB is unlikely to deliver fresh monetary stimulus, according to economists, even though figures on Tuesday are expected to show that unemployment in the 17 countries sharing the euro rose to a record 12 percent in February. In Spain and Greece it has surged to around 25 percent.

Relief is unlikely any time soon, according to the International Confederation of Private Employment Agencies in Brussels, which represents 140,000 private firms around the world. Demand for agency jobs fluctuates roughly in time with changes in GDP and is a leading labor market indicator.

Denis Pennel, managing director of the group, said his members had lately been reporting weakness in Europe, with the biggest drop in demand in Italy and France. "We don't expect any recovery before the last quarter of this year at the earliest," he said.

Nor was business at job agencies in Japan looking up. "If you want to have signs of optimism, you should really look to the U.S.," Pennel said. The confederation's American members reported a 2.4 percent year-on-year rise in demand in March.

The Institute of Supply Management's manufacturing survey and non-farm payroll figures, both for March, are the conventional U.S. data highlights of the week. Employers are likely to have added 200,000 jobs, down from an unexpectedly large 236,000 increase in February, according to economists polled by Reuters.

Webman with OppenheimerFunds acknowledged that there had been some recent softness in the economic news flow but drew comfort from evidence, notably in the fourth-quarter GDP report, that U.S. firms are starting to invest some of their huge cash holdings.

"The economy is growing decently, but it's not really accelerating to any marked degree," he concluded.

Egypt's 'Jon Stewart' questioned for insulting Mursi

CAIRO (Reuters) - Egyptian prosecutors questioned Egypt's most prominent television satirist on Sunday over allegations he insulted the president and Islam, a case that has increased opposition fears of a crackdown on dissent.

Bassem Youssef rose to fame after the uprising that swept Hosni Mubarak from power in 2011, with a satirical online show. His program, that has been compared to the Daily Show of U.S. satirist Jon Stewart, is now broadcast on Egyptian TV.

The comedian is accused, among other things, of undermining the standing of Islamist President Mohamed Mursi. The prosecutor general issued an arrest warrant for him on Saturday after at least four legal complaints filed by Mursi supporters.

An official in the prosecutor general's office confirmed that questioning had begun. Youssef voluntarily showed up at the prosecutor general's office on Sunday, so as to avoid arrest.

He was wearing an oversized version of a graduation hat modeled on one donned by the president when he was awarded an honorary degree in Pakistan earlier in March.

Youssef has worn the hat on his widely-watched show, one of many satirical jabs at the president. Last year, he poked fun of Mursi's repeated use of the word "love" by singing a love song to a red pillow with the president's face printed on it.

The questioning of the comedian has raised fears over freedom expression in the post-Mubarak Egypt.

"It is an escalation in an attempt to restrict space for critical expression," said Heba Morayef, Egypt director at Human Rights Watch.

Prominent liberal politician Mohamed ElBaradei said it was the kind actions only seen in "fascist regimes". "It is the continuation of the failed and ugly moves to thwart the revolution," he said.

Youssef's questioning came after the prosecutor general issued five arrest warrants for prominent political activists accused of inciting violence against the Muslim Brotherhood, the group that propelled Mursi to power in last year's election.

The prosecutor's office has also summoned several other prominent media figures for questioning over accusations they insulted the president.

Opposition figures say the prosecutor, Talaat Ibrahim, is biased towards Mursi, who appointed him last November, and they want him removed from office.

A court ruled last week that Ibrahim's appointment was illegal and that he must step down. Ibrahim, who denies any bias, plans to appeal the ruling.

Mayor: Deaths of Texas DA, wife 'not a random act'

KAUFMAN, Texas (AP) ? Two months after one of his assistant prosecutors was gunned down, a north Texas district attorney and his wife were found killed in their home, authorities said.

The bodies of Kaufman County District Attorney Mike McLelland and his wife, Cynthia, were found in their home Saturday, Kaufman County sheriff's Lt. Justin Lewis said. Authorities would not comment on a motive.

"Everybody's a little on edge and a little shocked," Forney Mayor Darren Rovell told The Associated Press on Sunday. "It appears this was not a random act."

Assistant District Attorney Mark Hasse was shot to death in a parking lot a block from his office on Jan. 31. No arrests have been made in his death.

Lewis declined to say how the couple died or whether authorities believe their deaths are linked to Hasse's. Police, FBI agents, Texas Rangers and deputies were all part of the investigation.

Rovell said what's so shocking is that the attack occurred at the district attorney's home, an unincorporated area just outside Forney, which has 15,000 residents within the city limits and about 40,000 in the area. Kaufman County is 33 miles southeast of Dallas.

Kaufman Police Chief Chris Aulbaugh told The Dallas Morning News that the McLellands had been shot in their home, and although investigators didn't know if their deaths were related to Hasse's killing, they couldn't discount it.

"It was a shock with Mark Hasse, and now you can just imagine the double shock and until we know what happened, I really can't confirm that it's related but you always have to assume until it's proven otherwise," Aulbaugh told the newspaper.

Sam Rosander, who lives in the same unincorporated area of Kaufman County as the McLellands, told the AP on Saturday that sheriff's deputies were parked in the district attorney's driveway for about a month after Hasse was killed.

Aulbaugh said recently that the FBI was checking to see if Hasse's killing could be related to the March 19 killing of Colorado Department of Corrections head Tom Clements, who was gunned down after answering the doorbell at his home.

Evan Spencer Ebel, a former Colorado inmate and white supremacist who authorities believe killed Clements and a pizza deliveryman two days earlier, was killed in a March 21 shootout with Texas deputies about 100 miles from Kaufman.

Hasse was chief of the organized crime unit when he was an assistant prosecutor in Dallas County in the 1980s, and he handled similar cases in Kaufman County.

"Anything anybody can think of, we're looking through," McLelland said after Hasse's death.

McLelland graduated from the University of Texas before a 23-year career in the Army, according to the website for the district attorney's office. He later earned his law degree from the Texas Wesleyan School of Law.

He and his wife have two daughters and three sons. One son is a police officer in Dallas.

McLelland and his wife had moved into the home within the past few years ago, Rozell said.

"Real friendly, became part of our community quickly," Rozell said. "They were a really pleasant happy couple."

Google launching same-day delivery service for online shoppers ...

Internet search leader Google is taking another step beyond information retrieval into grocery delivery.

The new service, called Google Shopping Express, will initially provide same-day delivery of food and other products bought online by a small group of consumers in San Francisco and suburbs located south of the city. The company, based in Mountain View, Calif., didn't say how many people will be part of the test.

If the pilot program goes well, Google plans to expand delivery service to other markets.

"We hope this will help users explore the benefits of a local, same-day delivery service, and help us kick the tires on the new service," Google said in a Thursday statement.

The delivery service is part of Google's effort to increase consumer reliance on the Internet, so it will have more opportunities to show online ads, which generate most of its revenue.

Google has learned that the more time people spend online, the more likely they are to use its dominant search engine or one of its other popular services, like its YouTube video site or Gmail, that include advertising.

The delivery service also could spur merchants to buy more online ads if Google's same-day delivery service encourages consumers to do more of their shopping online. Having to wait days or, in some cases, more than a week for the delivery of online orders ranks among the biggest drawbacks to Internet shopping.

It's a problem that Amazon.com and eBay, which operate the largest e-commerce sites, already have been trying to solve by offering same-day service in some U.S. markets. Wal-Mart Stores, the world's largest retailer, also offers same-day delivery in five markets.

A mix of national, regional and neighborhood merchants are enlisting in Google Shopping Express. The best-known names on the list include Target and Walgreen. All the merchants in the Google program will sell certain items through a central website. Google has hired courier services to pick up the orders at the merchant stores and then deliver them to the customer's home or office.

Although the couriers will be working on a contract basis, they will be driving Google-branded vehicles and wearing company-issued uniforms.

It remains unclear whether Internet shopping and same-day delivery can be profitable. Online grocer Webvan collapsed in 2001, largely because it couldn't devise a pricing plan that would pay for the costs of same-day delivery without alienating shoppers unwilling to pay too much extra for the added convenience.

Google is still trying to figure out how much to charge for its same-day delivery service. For the six-month test period in the San Francisco area, consumers won't have to pay a surcharge. Google instead will receive a commission from participating merchants.

The expansion into same-day delivery comes at the same time that Google is preparing to close some of its older online services so it can devote more attention and money to other projects.

The realignment has irked some Google users. The biggest complaints have centered on Google Reader, which allows people to automatically receive headlines and links from their favorite sites, and iGoogle, which allows Web surfers to design a page consisting of the Google search engine surrounded set up other online features, such as local weather reports and stock market quotes.

Google Reader is scheduled to close in July and iGoogle will shut down in November.

South Sudan says 150 killed in battle with rebels

JUBA (Reuters) - More than 150 people have been killed in a battle between South Sudan's army and insurgents in the eastern Jonglei state, officials said on Thursday.

The African country's army earlier this month launched an offensive against rebels led by David Yau Yau in Jonglei where the government hopes to search for oil with the help of France's Total.

Since winning independence from Sudan in July 2011, South Sudan has been struggling to impose its authority across vast swathes of territory bristling with weapons after decades of civil war with Khartoum.

Yau Yau mounted a rebellion last year, with support from his Murle ethnic group, after losing local elections in 2010.

Army spokesman Philip Aguer told Reuters his forces had killed 143 fighters from Yau Yau's militia in a battle east of Pibor town on Tuesday. Twenty soldiers were killed and 70 people were wounded, he said.

Information Minister Barnaba Marial Benjamin said the army, or SPLA, had seized an air strip which had been used to drop ammunition and arms to Yau Yau's troops.

"The SPLA is moving in the area so as to put an end to the rebellion," he said.

South Sudan has accused arch rival Sudan of supporting Yau Yau and other rebel groups, a claim denied by Khartoum.

A shortwave radio station with links to the Yau Yau rebellion says the group is fighting the government in reaction to abuses committed during a state disarmament program in Jonglei.

Rights groups accuse South Sudan's army of human rights violations during a disarmament push aimed at ending a cycle of clashes between the Murle and Lou Nuer tribes.

Nearly 900 people died when about 7,000 armed youths of the Lou Nuer tribe attacked Murle villages in the Pibor area at the end of last year, according to the United Nations.

NEW HAVEN, Conn. (AP) ? A cache of weapons including guns, more than a thousand rounds of ammunition, a bayonet and several swords was found in the home of the gunman who carried out the Newtown school shooting, according to search warrants released Thursday.

Adam Lanza killed 26 people inside Sandy Hook Elementary School and took his own life within five minutes of shooting his way into the building, State's Attorney Stephen J. Sedensky III said in a statement accompanying the release of the warrants in the Dec. 14 massacre. Lanza was found dead in the school wearing military-style clothing.

The arsenal seized from Lanza's home and the car he drove to carry out the massacre provided glimpses into the world of a troubled young man, but it does not answer the question of what could have motivated the attack. Investigators say it will take until June or later to complete the investigation.

Sedensky said Lanza killed all 26 victims inside Sandy Hook Elementary School with a Bushmaster .223-caliber rifle before taking his own life with a Glock 10 mm handgun. He said Lanza had another loaded handgun with him inside the school as well as three, 30-round magazines for the Bushmaster.

Sedensky said 154 spent .223 casings were recovered at the scene. A loaded 12-gauge Saiga shotgun was found in the Honda Civic Lanza drove to the school and the warrants said there were two magazines containing a total of 70 shotgun rounds. The warrant does not offer further explanation, and authorities did not respond to questions, but some Saiga shotguns can be fitted with magazines that hold up to 30 rounds.

Mark Barden, whose 7-year-old son, Daniel, was killed at Sandy Hook, said he was not surprised by the details released Thursday.

"Most of this is pretty high-level stuff that we were aware of already and it just reminds me of what happened, that a gunman stormed his way into an elementary school and shot to death 26 people, 20 of which were first-grade boys and girls," Barden said.

At the Lanza house, investigators found books about autism and Asperger's syndrome as well as a National Rifle Association guide to pistol shooting, the warrants said. The NRA said Lanza and his mother were not members. Another book found at the home with tabbed pages is titled: "Train Your Brain to Get Happy."

Writings and journals that belonged to Lanza were seized by police and turned over to the FBI for analysis. They also found three photos containing images of what appears to be a dead person covered with plastic and blood.

Police said they found a smashed computer hard drive and a gaming console in the house. An unnamed person told investigators that Lanza was an avid gamer who played "Call of Duty" and other games and rarely left his home.

Investigators found a holiday card containing a check made out to Lanza for the purchase of a firearm, authored by his mother, Nancy Lanza. Adam Lanza shot and killed his mother in their Newtown home before driving to the school to carry out the massacre.

Documents indicate authorities found a gun safe with shotgun shells in the house and numerous boxes of bullets. In a bedroom closet, they found ear plugs, a handwritten note regarding ammunition and magazines, paperwork on guns and a metal bayonet.

In a top drawer of a filing cabinet, they found paper targets. In a duffel bag, they found ear and eye protection, binoculars, numerous paper targets and an NRA certificate that belonged to Adam Lanza.

Authorities found numerous knives, including samurai swords. They found a military-style uniform in Lanza's bedroom and handwritten notes containing the addresses of local gun shops. The guns found at the home included a .323-caliber Enfield Albian bolt-action rifle, a .22-caliber Savage Mark II rifle, a BB gun and a .22-caliber Volcanic starter pistol.

Among the items seized was a news article on a 2008 school shooting at Northern Illinois University.

A judge's order to seal the warrants expired on Wednesday, and a Danbury Superior Court judge granted a request by Sedensky to withhold some details. Sedensky asked to redact the name of a witness, saying the person's safety might be jeopardized if the name were disclosed. He also asked that the release not include other information such as telephone numbers, serial numbers on items found and a few paragraphs of an affidavit.

Until now, prosecutors had made few details of the Newtown investigation available, despite pressure to do so from the governor, who criticized leaks to the press and lawmakers who clamored for more details as they craft legislation on mental health and gun control.

Gov. Dannel P. Malloy announced last week that additional information would be released at his request. He expressed concern that some information about the shooting rampage at Sandy Hook reportedly disclosed by a top state police commander at a recent law enforcement seminar in New Orleans was leaked.

In his statement, Sedensky said he ordered a stop to any presentations involving evidence in the case to prevent such disclosures. He said the investigation is ongoing.

"No conclusions have been reached and no final determinations have been made," Sedensky said.

Senate President Donald E. Williams Jr. said this week that legislative leaders are eager to review the search warrant documents before finishing work on a bipartisan bill that addresses gun control and other issues related to the massacre.

Video game found to help the blind navigate buildings

NEW YORK (Reuters) - A video game that uses a computer-generated layout of a building can help to prepare the blind to navigate the venue in real life by improving their spatial awareness, researchers said on Wednesday.

The game, based in a building at a center for the blind in Newton, Massachusetts, uses audio cues to help blind players find hidden jewels and remove them from the building without being spotted by roving monsters.

After competing in the game, researchers found the players were able to find their way around the building in real-life, suggesting video games could help blind people navigate places they frequent regularly.

"It is a tool to build a map of a place you have never been to before," said Dr Lotfi Merabet, a neuroscientist at the Massachusetts Eye and Ear Infirmary and Harvard Medical School, whose team developed the software used in the game.

Merabet hopes the video game could be a first step in improving assisted technology for the blind, particularly teenagers who are very media and technology driven.

The World Health Organization estimates there are 285 million visually impaired people worldwide.

"It could be a whole new way to help blind people interact with this information and conceptualize space around them," Merabet added in an interview.

Merabet said the video game players were also better at finding alternate paths in the building than other blind people who had been taught the layout by walking through it.

"The video game not only allows you to build a map in your mind, it allows you to interact with it mentally in a way that you wouldn't be able to if you were taught explicitly (by walking through it," Merabet explained.

The researchers tested the game on congenitally blind people and those who had lost their sight. The players ranged in age from their teens to 45 years old.

Merabet and his team, who wrote about the video game in the Journal of Visualized Experiments, want to include large-scale mapping in the next version of the game and to use tactile cues and items developed for the video game industry.

But first he said they will have to demonstrate how long it takes to build the mental map, how complex they can make it, and the people best suited to learn this way.

They do not see it as a replacement for how blind people learn but as a supplement to enhance a skill they need, and to build self confidence.

"Somehow you become a better problem solver and you seem to somehow take in the information in a more robust fashion in this gaming scenario than if you sat down and we told you," said Merabet.

"Video games are not just for sighted people. Blind people can not only play them but interact with them and enjoy them, and they can also be used to do constructive things."

Smith said of the character in an interview with Entertainment Weekly, telling the magazine that he believed actor Christoph Waltz?s character, the bounty hunter Dr. King Schultz, was the protagonist. ?So it was like, I need to be the lead.?The other character was the lead!?

Smith said he asked Tarantino to make the character of Django more involved.

?I was like, ?No, Quentin, please, I need to kill the bad guy!?? the actor said.

But he was a huge fan of the movie, Smith said.

Smith was originally rumored to be considering playing the character of Django, a slave who embarks with Schultz on a mission to free Django's wife, who is working as a slave in the house of sadistic plantation owner Calvin Candie (Leonardo DiCaprio). Actor Jamie Foxx eventually took on the role.

?Django? won an Oscar for Waltz for his portrayal of bounty hunter King Schultz and for Tarantino for Best Original Screenplay and was nominated for a Best Picture Oscar as well as the Oscars' Cinematography and Sound Editing prizes. Waltz also won a Best Supporting Actor Golden Globe for his role and Tarantino won the Golden Globe for Best Screenplay, while the film was also nominated for Best Motion Picture ? Drama, Best Director, and Best Supporting Actor for DiCaprio at the Globes.

Smith is starring with his son Jaden in the sci-fi drama ?After Earth,? which will be released this June. ?Earth? follows a father and son who are trapped on Earth a thousand years after most of humanity has fled the planet.?

The actor also recently starred in ?Men in Black 3,? in which he reprised his role of Agent J.

'It's supposed to be spring': Cold, snowy weather causing March sadness

It?s the winter that wouldn?t die.

Five days into spring, a winter storm raked the Midwest and Northeast on Monday, turning commutes messy and threatening to dump up to 4 inches of snow around Philadelphia and Washington.

The good news: Temperatures hovering at or just above freezing should hold accumulations down.

?The roads are in pretty good shape this morning because, after all, it is March,? Weather Channel meteorologist Mike Seidel said from Frederick, Md.

During the morning drive, the storm was dropping snow across a curlicue swath of the country, from the Mid-Atlantic coast back through the southern Great Lakes and down into the Appalachian Mountains in Kentucky and Tennessee.

In New York and parts of New Jersey, a winter weather advisory was in effect for most of Monday, and snow and rain showers continued through late afternoon and wind down by early evening.

"I'm ready for flip flops," said Jessica Cunitz, 24 of Westchester County, N.Y., who stopped at a gas station along Interstate 78 in Pennsylvania to fill her overheating car with antifreeze. "It's supposed to be spring."

In Philadelphia, rain during the morning commute was expected to change to a wintry mix that will last for most of the day. Untreated roads could turn slippery, said Brittney Shipp, a meteorologist for NBC affiliate WCAU.

And in Hamburg, Pa. ? which has seen three here-and-gone snowfalls in little more than a week ? carpet installer Seth Hanna drank coffee and surveyed the slush from a covered front porch.

"We got these warm days a few weeks ago, and everybody got their hopes up. March is supposed to be out like a lamb but it's not doing it," said Hanna, 30. "I love the snow, but I'm ready for some warm spring weather."

Inside the Washington Beltway, forecasters called for a mix of rain and snow, with accumulations of less than an inch. North and west of the capital, 2 to 4 inches of snow was expected ? and perhaps as much as 8 inches west of Interstate 81.

Over the weekend, the same storm system pounded parts of the Rocky Mountains east to the Ohio Valley. Denver got almost a foot of snow, and Goodland, Kan., reported 15 inches.

On Friday, a qualifying match for the 2014 World Cup outside Denver was played in near-blizzard conditions ? so much snow that officials had to bring in a yellow-and-purple soccer ball.

The United States beat Costa Rica 1-0, and Costa Rica has asked the governing body of soccer to order a replay.

A storm system blanketed the Midwest in snow, while thunderstorms and wind gusts slammed the South, NBC's Janel Klein reports.

At the U.S. Supreme Court in Washington, people waiting in line for tickets to this week's arguments on gay marriage held umbrellas or put tarps over their belongings as the snow fell. Darienn Powers wore a trash bag from the waist down to keep dry, but said the snow still made everything "a little wet and uncomfortable."

The spring snow was not expected to affect Washington's famous cherry blossoms. National Park Service spokeswoman Carol Johnson said the flowering trees are still expected to reach peak bloom between April 3 and April 6.

Mitchell Gaines, a meteorologist with the National Weather Service in Mount Holly, N.J., said colder-than-normal temperatures the past few weeks had created conditions ripe for snow.

"It's fairly late in March to see a system like this," he said.

And the untimely blast of cold and snowy conditions could also harm parts of the U.S. winter wheat growing area, with widespread freeze damage feared in some of the more mature fields, experts said.

"I think we'll certainly have some (freeze damage)," said Travis Miller, an agronomist at Texas A&M University. "We did not dodge a bullet. It is a mess out there, both from freeze and drought."

It will take several days after the freeze passes to determine the extent of plant-tissue damage, wheat experts said, with areas where wheat fields were maturing quickly seen suffering the most harm.?

CD ? 2013 has already proved to be rich for first-rate country albums, with superb releases from The Mavericks and Ashley Monroe. The trend continues with Kacey Musgraves, whose major-label debut "Same Trailer Different Park" is not only intriguing vocally but engaging lyrically, with every song co-written by the 24-year-old East Texas native.

Showing the verve that she displayed when writing Miranda Lambert?s single "Mama?s Broken Heart," Musgraves looks to be on the right path ? as long as she keeps the slickness away and continues writing about deferred dreams and the not-so-quiet desperation of women yearning to breathe free.

AP sources: SD Sen. Johnson won't seek re-election

(AP) ? Democratic U.S. Sen. Tim Johnson of South Dakota intends to announce plans to retire when his term ends next year, Democratic officials told The Associated Press on Monday.

Johnson, the chairman of the Senate Banking Committee, suffered a brain hemorrhage in 2006 and later returned to the Senate and won re-election in 2008 while sometimes using a motorized scooter.

The officials spoke on condition of anonymity because they were not authorized to pre-empt Johnson's formal announcement, expected Tuesday in South Dakota.

His departure gives Republicans a prime opportunity to pick up a seat in a deeply conservative state. Johnson is the fifth Democratic incumbent to announce plans not to run again in 2014, joining Carl Levin of Michigan, Tom Harkin of Iowa, Jay Rockefeller of West Virginia and Frank Lautenberg of New Jersey.

Some South Dakota Democrats have promoted the idea that the senator's son, U.S. Attorney Brendan Johnson, should seek the Democratic nomination if his father retired. Another possible candidate is former U.S. Rep. Stephanie Herseth Sandlin.

Former GOP Gov. Mike Rounds previously announced his candidacy for the seat. Rounds was a state senator from 1991 to 2001 before serving two terms as governor from 2003 to 2011. After leaving office in early 2011, Rounds returned to his job as president and CEO of an insurance and real estate company based in Pierre.

The Democratic senator had surgery in 2006 to stop bleeding in his brain caused by arteriovenous malformation, a condition that causes arteries and veins in the brain to grow abnormally large, become tangled and sometimes burst. Johnson has made huge strides in recovering, but his speech is slowed and he sometimes uses a motorized scooter when he needs to get around quickly.

Johnson was elected to the U.S. House in 1986 and to the Senate in 1996. He was re-elected in 2002 and 2008. He also previously served in the Legislature.

How to Capture a Scene when Contrasts are extremely Great for ...

One of the greatest struggles with photography takes pictures of scenes that have a lot of brightness in one part of the image, and too much darkness in other areas from it. Due to the fact our eyes tend to be more complex and advanced than cameras, we can result in the adjustments easily. For cameras, it is more complex, and one of the most successful ways around this is to take numerous photos at differing exposures and merge them altogether. This can be a strategy known as HDR (High Dynamic Range). DSLRs such as Canons are the best equipment for doing it, simply because they allow you to easily set differing brackets (or exposures) and take image soon after image quickly. Take along with you an extra Canon Lp-e6 battery with you, so you do not exhaust power at the incorrect time.

I personally locate HDR a great strategy if utilized right. When you first try it, it?s likely that you will need to play with the extremes and come up with some quite interesting results. In the end although, these outcomes can look crass, because it?s what everyone does, so the best results are the ones exactly where HDR can be used, but only lightly applied.

Ways to get an HDR image.

1. Get into your camera?s menu process and hang the AEB for +1 and -1. This sets the digital camera up to take your image in the proper exposure, improved exposure and decreased exposure. It?s also better to set your camera up on a tripod to make sure stability and go ahead and take shots as quickly as possible.

2. You will need to press the shutter release three times to get the set of three shots. The idea is, for the improved exposure, you are boosting the eye shadows from the composition, the the decreased exposure, you are bringing back the intense locations, and also the other shot is a balance between your two.

3. Import the three images to your laptop and open up an HDR system for example Photmatix or Photoshop.

four. Choose the 3 images and import them in to the system. They will be merged as one image, but they will include plenty of info which will enable you to adjust the image accordingly.

five. Play around with the settings, regrettably you can?t really say what to set every single aspect of, simply because each and every image will change, but there are many sliders which will enable you to enhance dark shadows, lessen the vibrant locations, and usually bring your image together.

six. The real trick is to make sure you have a great balance when it comes to your entire picture, yet still time making it appear just as real as possible. Fundamental essentials greatest HDR photos simply because they have a cross between actual life and surreal. Whenever you discover this great approach, you will see precisely what I am talking about with this.

Obama Cuts Medicare ? Again! - Bob Beauprez - Townhall Finance ...

Last month, the Obama Administration moved forward with new Medicare spending cuts that few outside ardent industry observers noticed. If put into place, however, these cuts will mean significantly less money in the pockets of some 14 million senior citizens around the country.

But with health care costs projected to rise another three percent, these reductions couldn?t come at a worse time.

When President Obama signed the Affordable Care Act into law, he simultaneously authorized $200 billion in cuts to the Medicare Advantage program. At the time, the Congressional Budget Office projected that the health care reform law?s cuts would result in three million fewer Medicare Advantage enrollees. Moreover, actuaries at Oliver Wyman predicted that the cost of the health insurance tax would mean an additional $3,500 in out-of-pocket expenses for seniors over the next ten years.

If all that weren?t bad enough, a few weeks ago the Centers for Medicare and Medicaid Services (CMS) proposed an additional 2.3 percent reduction in Medicare Advantage payments for 2014.? This new reduction, combined with the cuts in the health care law, mean Medicare Advantage payments next year will go down by more than eight percent, or about $11 billion.

Oliver Wyman calculates the impact in 2014 will be $50 to $90 per month in some combination of benefit cuts and premium increases per senior participant. As the full effect of the mandated ObamaCare cuts become fully implemented, the impact worsens significantly.

Video: Andre knows what Reed brings to Texans

Andre Johnson gained a former teammate and friend, as the Texans gained a distinct voice and leader.?

The Texans acquired future Hall of Famer Ed Reed Thursday. And in doing so they brought in his nine Pro Bowls, eight All-Pro nods and his NFL Defensive Player of the Year award from 2004.

If you think that at 34 Reed is too old you might be mistaken. Reed finished with more tackles than he did in his previous five seasons and once again was selected to the Pro Bowl.

"If you look at him you would just think he's an old guy," said former college teammate Andre Johnson. "He just has an old way about him. You look at him play on the field and you just wonder how does he do it? What does he see?"

What the Texans are gaining the most with Reed is his mentality. His preparation. His knowledge. His leadership.?

"He just talks about how he has guys over to his house during the week," Johnson said of Reed. "He'll go over the film and tell guys what to look for.?

"How he meets with the coaches on Tuesdays to try to get the game plan and see what they are doing as a defense. He's very dedicated to his craft and that's why he's so successful."

Johnson and Reed developed a close friendship from their time at the University of Miami together where they won a National Championship in 2001. During Reed's two seasons at Miami he lost just one game and was voted a Consensus All-American in both 2000 and 2001.?

Johnson remembers the confidence that Reed took to the field and also brought to the program at Miami.

"When I first got there he wasn't as vocal as he was," Johnson said of Reed in college. "It took a year and then he became the more vocal guy. He became just a leader. He did all the speeches. He had everybody ready to play."

That's what the Texans are hoping Reed can do for the Texans. Perhaps bring a bit more swagger. Bring a confidence that Reed has had since Johnson's and his days at the "U".

"I remember one day we were in school," Johnson recalled. "It was in the offseason and we were doing seven-on-seven on Saturdays going into that year we won the National Championship.?

"We were just standing there talking and he was like, "Bro we gonna win it." I was like, "You really feel that strongly about it?" And he was like, "Trust me, we're going to get it done." We went out and won the National Championship that year."

That's what you get with Ed Reed. That's what the Texans want. And who knows, maybe Johnson and Reed will have that very same conversation on the practice field during training camp in August. Except this time they'll be talking about a Super Bowl.

Last week, US refiners suffered a bit of a setback as the cost of complying with US ethanol mandates skyrocketed. The Financial Times recently reported that the price of ethanol credits has risen 1400 percent -- from pennies to more than a dollar each -- since the beginning of 2013. This situation was set into motion nearly a decade ago when the Energy Policy Act of 2005 created a Renewable Fuel Standard (RFS) requiring 7.5 billion gallons of renewable fuel - primarily corn ethanol - to be blended into the fuel supply by 2012.

In 2007, an updated Renewable Fuel Standard - the RFS2 - accelerated the renewable fuel adoption schedule. Instead of 7.5 billion gallons by 2012, the new law required 9 billion gallons by 2008, soaring to 36 billion gallons by 2022.

The RFS2 would ultimately set up an untenable situation. If gasoline blenders - primarily oil refiners - failed to comply with blending the mandated ethanol volumes, then the blenders were required to buy credits based on their shortfall. The credits used in the renewable fuels program are based on Renewable Identification Numbers (RINs). Peter Gross, a renewable fuels expert at the US Energy Information Administration (EIA) explained to me how RINs work in response to an email query:

Planck shows almost perfect cosmos ? plus axis of evil

The universe is almost perfect, 80 million years older than we thought, and maybe a little bit evil.

That's the conclusion of a four-year mission conducted by the European Space Agency's Planck spacecraft, which has created the highest-resolution map yet of the entire cosmic microwave background (CMB) ? the first light to travel across a newly transparent universe about 380,000 years after the big bang.

"It might look like a dirty rugby ball or a piece of modern art, but I can assure you cosmologists would have hacked our computers or given up their children to get a copy of this map," said George Efstathiou at a press conference at ESA headquarters in Paris, France, this morning.

Planck's map greatly improves cosmologists' understanding of the universe, but it does not solve lingering mysteries over unusual patterns in the CMB. These include a "preferred" direction in the way the temperature of the light varies, dubbed the cosmic "axis of evil", as well as an inexplicably cold spot that could be evidence for universes beyond our own (see image, right).

Planck has been looking for variations in the temperature of the CMB, which emerged at around 3000 kelvin, but by now has cooled to just a few degrees above absolute zero, on average.

Virtual trip

These variations are thought to have arisen from tiny, quantum fluctuations in the very early universe that were stretched out to massive scales during a brief period of accelerated expansion known as inflation. This occurred only 10-34 seconds after the big bang and seeded the distribution of stars and galaxies we see today. The CMB lets cosmologists probe this initial stage, taking them on a "virtual trip to the origins of the universe", said ESA director general Jean Jacques Dordain.

By analysing the statistical properties of the map, cosmologists can compare their best models for inflation with the universe that we can observe today. The high-resolution results from Planck show very strong agreement with cosmological theory. "The overall conclusion is that standard cosmology is an extremely good match to Planck data," said Efstathiou. "If I were an inflationary theorist I would be extremely happy."

Cosmologists can't pack up and go home just yet though, as Planck's map has also confirmed the presence of a mysterious alignment of the universe. The "axis of evil" was identified by Planck's predecessor, NASA's Wilkinson Microwave Anisotropy Probe (WMAP).

The pattern of hot and cold variations in the CMB should be randomly distributed ? and they are when comparing small patches of the universe. At larger scales, however, Planck reveals that one half of the universe has bigger variations than the other. Planck's detectors are over 10 times more sensitive and have about 2.5 times the angular resolution of WMAP's, giving cosmologists a much better look at this alignment. "We can be extremely confident that these anomalies are not caused by galactic emissions and not caused by instrumental effects, because our two instruments see very similar features," said Efstathiou.

Bruised cosmos

Planck has also confirmed WMAP's detection of a large unexplained cold spot in the CMB, which some cosmologists took as a sign that there are universes beyond our own. One model of inflation, called eternal inflation, suggests that new universes are continually popping into existence and expanding. This expansion could cause another universe to collide with ours, creating a "bruise" that would show up as a cold spot in the sky.

These anomalies are sure to be debated for many years to come now that cosmologists have a new source of data. Planck scientists have already used their measurements to refine the speed at which the universe is expanding, described by a parameter called the Hubble constant. The new value means that a galaxy roughly 1 million light years away is moving away from us at 20.59 kilometres per second ? less than the current value. The result in turn puts the age of the universe at around 13.82 billion years, roughly 80 million years older than previously thought.

Planck's results also adjust the relative proportions of ordinary matter and the mysterious dark matter and dark energy thought to make up the bulk of the cosmos ? the universe has slightly more matter and dark matter and slightly less dark energy than we thought (see graph). "There is less stuff that we don't understand, by a tiny amount," said Efstathiou.

One observation that will leave many particle physicists disappointed is the lack of any evidence for a fourth variety of neutrino. We know there are three kinds of these ghostly particles, which barely interact with ordinary matter ? the electron, muon and tau neutrinos. Measurements from WMAP allowed for the existence of either three or four types of neutrinos, but Planck's more detailed data places the number firmly in the three camp.

The spacecraft's revelations aren't over yet though. Today's results are based on the first 15? months of Planck's scans, and there is a similar amount of data to follow in the future. ESA has also yet to release information about the polarisation of the CMB, which will provide an additional view of the cosmic pattern. "To paraphrase Arnold Schwarzanegger, we'll be back," said Efstathiou.

Finally, in case you were wondering: After the WMAP team pointed out that Stephen Hawking's initials were visible in their map - we took a look at the new Planck map, and can reveal that the distinctive "SH" is still there.
